The Chief for Cowichan Tribes said it will be a couple of weeks before the Costa Canna cannabis store in the Village Green Mall.
William Seymour had suggested that Tribes would have a provincial license to operate by last Monday.
Now, he says Tribe officials are still in talks with the province on the initiative.
Seymour is hoping the store can open by the end of April.
