Infrastructure money can't be tapped

There seems to be a glaring problem with the new Building Canada Fund.
Mayor of North Cowichan, Jon Lefebure is fresh off the plane from the Federation of Canadian Municipalities convention and says the Federal Government revamped the program this year.

Lefebure says the Federation is working with the Feds to try to get the program up and running properly.
