Environmental group hails change in coal barging plan

A group fighting plans to barge coal through the Salish Sea says a proposed change, is a victory.

But, it comes down to the lesser of two evils.

Fraser Surrey Docks says instead of barging coal to Texada Island for loading onto bigger ships, it now wants to load it directly at their terminal.
