John Morris says he could get his development permit in June from the CVRD after an application for a permit was rejected earlier this month.
Morris says an issue that delayed the project momentarily appears like it has been resolved.
Morris says the Stocking Creek Open Market has been in the works for years and tens of thousands of dollars is already invested into the project.
