North Cowichan exceeds provincial housing targets for second year in a row

The Municipality of North Cowichan has exceeded its provincial housing target for the second year of its five-year target period.

In a statement, the municipality said it added 399 net new housing units between August 2025 and July 2026, bringing its cumulative total to 540 units.

That represents 44 per cent of the B.C. government’s five-year target of 1,233 units. The provincial Year 2 cumulative target was 401 units.

“Meeting our housing target reflects the collective efforts of builders, developers, staff, Council, and community partners who are helping deliver the housing our community needs,” said Amanda Young, director of planning, building and environmental services. “Housing remains one of Council’s key priorities and we will continue to support and expedite housing options that meet the needs of current and future residents.”

The municipality said 68 per cent of the new units have two or more bedrooms, while 60 per cent are dedicated rentals.

North Cowichan has been under a provincial Housing Target Order since 2024, requiring it to facilitate 1,233 net new housing units over five years.

The province’s Housing Supply Act requires municipalities subject to a Housing Target Order to report annually on their progress toward meeting their housing targets.
